Motor Vehicle Rules / Traffic Related FAQ — The frequently asked questions related to Driving License. How to obtain a new Driving License Card - Learning License - 1. The applicant can apply for Learners Driving License for Two Wheeler/Four Wheeler to the concerned RTO Office. Recent Passport size Photos & documents for Address Proof / Age Proof to be attached with the application. Medical Certificate is required for Handicapped Person. 2. The RTO Officer will conduct a Interview/Written Test about awareness of Traffic Rules. 3. After passing the Interview/Written Test and after paying the prescribed fee of Rs. 35/- the RTO Officer will issue a Learners Driving License which will be valid throughout India for six months. Permanent License - 1. The applicant can apply to the RTO Office for permanent License after one month & within six months of obtaining Learners License. 2. The RTO Officer will conduct a test ride. 3. After passing the test ride the RTO Officer will issue a Permanent Driving License which will be valid throughout India. Important Information about Traffic Awareness - Driving is a Priviledge not the Right. Every Citizen must follow all the Traffic Rules The Traffic Police Constable has the right to check the Documents of PUC, License, RC Book etc. The Traffic Police Constable doesnt have any right to confiscate any documents. The Traffic Police Constable doesnt have any right to collect penalties for any traffic offences. The Assistant Sub Inspector (ASI) or any officer above the rank of ASI has the right to collect penalties for traffic offences. The citizens has right to verify the identity of Traffic Police.
